You have to change the outfit records in fo4edit. The third edition of classy chassis outfitter. Optional visual overhaul makes the commonwealth worth exploring again.

The gunners were to have their outfits replaced with communist military outfits (outfits from a mod from the nexus) along with the distribution of the handmade rifle from the nukaworld dlc into their weapons leveled list. I want to make factions in example the bos, wear specific armor and clothing while also using specific weapons. Includes body tweaks, skin fixes, npc beautification, and easy to use screenshot mods.
