You could have just typed set railroadclothingarmormodavailable to 1 without quotes in the console and it would have. For the ballistic weave mod though, you will need ballistic fiber, fiberglass and adhesive. They could have even made it already at a level 1 upgrade, as it provides the same amount of defence as a level 1 ballistic.

There are plenty of outfits that are good for ballistic weave, but kelloggs outfit isn't among them. Unfortunately i'm not sure about the other two you mentioned.
