This is bare minimum effort and will only affect those outfits that have bodyslide support for them. You asked if a nif file can be converted to an xml file, not what program can create a nif file. Let os do all the work for you.

To edit outfits import from nif and then export to nif (which are in your meshes folder) alls i really know is that at the top the circle with the little circle attached to it (outlined in white) makes the selected item move outwards. If you want to customize your own body, i'd suggest looking at a guide or video. There’s a checkbox at the bottom left that says something like build morphs. But to take an existing nif (origin unknown) and create an xml from that nif has not been found.
Ensure that all pieces are selected to be built. Launch bodyslide through your mod manager. You can in bodyslide create both a nif and an xml as described above. It also only uses the presets for bodyslide.
Help for installing mod organizer 2: I would like to create bodyslide files for this outfit. Now press preview on the bottom, select something on the top selector (ideally cbbe body) and a preset in the second one. An easy to use tool for customizing bodies and outfits, creating new bodies and outfits, and converting outfits between body types.
And go in this folder, create sliderpresets folder. Rightclick tools>bodyslide>bodyslide_x64.exe and press add from file. To see and build those armors/clothes in bodyslide, you need to choose the corresponding groups (choose groups). Make sure that is checked, select the body preset, and then ctrl+left click the batch build button at the bottom left corner beside that checkbox.
So if your pants are too small and your skin is glitching through it will fix that.
You can actually find these instructions on most of the mod pages for outfits with bodyslide support. Then you can have a nude body with bodyparts of different size, which solve the most clipping problem. Search on nexus by their mod name one by one and you can find atleast someone have made bodyslide files of that outfit. Some outfits don't come with their bodyslide files from their original author.
I'll load it as a new project, with the cbbe body as the reference, but i can't get the outfit to conform to the base cbbe; To work with bodyslide, armor/clothing mods need bodyslide files. Under preset, select your preset of choice. To make it nmm friendly, you need to create tools folder.

When installing to the standard folders (recommended), these files go to./fallout 4/data/tools/bodyslide/shape data. Go in that folder, create bodyslide folder. Go to the caliente tools folder in your data folder and launch bodyslide if you’re using vortex and if you’re using mo2 launch bodyslide through it, then, in bodyslide, pick the cbbe body in the top bar and then in the bar beneath it, click the preset you want. In the bottom left corner, select batch build.
A tutorial of making sliders only work with the baseshape of an outfit. Wait for bodyslide to build the meshes. Then you go back out, and zip up the tools folder and upload it. Select the outfits you want to build to that preset, or all of them.
