Sorry this is late but i noticed that too and then i realized it was bc i customized his look. This longplay of just cause 4 includes the full campaign and all the boss fights and cutscenes in this full playthrough and is recorded in full hd and 60 fps.
I don't care for the story nor for the 30 fps 720p with low settings graphics in them.

The scorpio gear outfit has rico clean shaven but in the cut scenes it automatically changes. How do i skip cutscenes. It also lists all game editions and the content they include. It looked great while flying with the wingsuit or a plane, even better than now.

For some reason some cutscenes still have it. This article lists the downloadable and other extra content for just cause 4. Switching to fxaa completely removed the choppy motion blur. ( see this image for how to properly create a custom resolution).
Quality settings are all set to very high and i'm getting a mostly solid 100fps with no visible issues, but the cutscenes look like minimum settings. Just cause 4 sees rogue hero rico rodriguez land in solis to hunt down the truth about his past, at any costs. Not a prefect fix, but it's better than watching those claymation quality cutscenes.
