Unlockables are rewards in saints row iv. The cheat unlockitall unlocks every unlockable, which are then viewable in the upgrades menu in the cellphone. So do the mission customization before that point. Seems to be caused by the 'remove all clothes' option in the outfits menu.
My guess is that it happens if you buy any clothing or save outfits after all of the dlc activates.
