I'm not sure, it just happens to random npcs or created sims when they spawn. Without fail during my gameplay, my sim will change their outfit. I've tried the factory reset around 3 times. Only, it’ll get stuck on the current outfit but if i go to “change outfit,” it’ll have the outfit they were trying to change into highlighted.
