From what i can see playing around with the demo, if you change a new sim's hair in everyday then it changes in all categories.

Also if i do appy it the same for everything, then can i go to one or two outfits and change a couple things or does it get locked? Is there a way to apply the same makeup for all outfits? There is a trick that you have to do it in a very certain way and order to make stuff stick. For outfits you will have to assign them once per sim, and then hopefully unless you have to overhaul the sim's outfit yet again, you won't have to do it again.

For the love of god, can the sims team add the ability to save custom outfits and lock in hair and makeup? You have to have your sim selected in live mode and it will copy everything from the first outfit of everyday wear. This goes for nails as well if you want them for all outfits:

The only way i know of changing hairstyles is by clicking on the lock in the hair area. So before using this, you will want to set your sim's everyday outfit 1 to have the hair, makeup and/or tattoos you want copied to all the other outfits.
