Sims wearing cold clothes will change into everyday clothes when back inside. For example, even if they are already in an everyday outfit, they will change into a different planned everyday outfit. So recently i downloaded some cc hair and i put it on my sim in cas and it was fine.

If you're meaning to prevent them from ever changing an outfit randomly, then that would require additional changes to the script but should be doable. You can change the style for the outfit, but when you change the color, it changes it for every outfit. You can only change the hairstyle for each outfit, not the colour. Put your sim in the outfit you want, click a mirror and choose change appearance.
For players that only want minor changes, like their clothes or accessories, you can do it from the comfort of your sim's home! A cas item includes hair, clothes, shoes, accessories, hats, skin details, and all types of makeup. Your active household sims will not change into the dress code outfit.
