I'd love to start using the dragon of dojima outfit, but apparently you can only use outfits in new game plus. This mod takes kiryu's outfit from the start of the game and lets you wear it in premium adventure. Maybe we could use that to mod the clothes into the core game.

It's not exactly a 100% complete tutorial, but it will hopefully help get you started on figuring out how to mod the game. While the characters' outfits change periodically throughout the storyline as part of the natural plot progression, most players want a little more control over what kiryu and majima wear. To answer your question though, the only way you could do it afaik would be to pick the outfit you want and replace the default models file. I'd really like to run around in ng+ with majima's and kiryu's other outfits, but you can only change outfits in premium adventure/post game.
